Best way to create stand alone database application? - database application

I want to create a database, complete a separate application. Something similar to what you can create in Access buy, but without the Developer Edition, just to the execution time required for creating unique applications. Please let me know using which software you want. Nothing cheap or free (open source) would be great! Thank you!
